Registrar Resolves Staff Categorisation Controversy By Otikor Samuel

Staff whose duty schedule is to teach, conduct research and other related activities should, henceforth, be addressed as Academic Staff, while those who render administrative, clerical, secretarial, specialised and other non-teaching functions should be addressed as Administrative and Professional Staff.

A memorandum personally signed by the Registrar, Mrs. Dorcas Otto, and dated June 11, 2018, stated that the reference to staff as “Teaching Staff,” Non-Teaching Staff” or “Non-Academic Staff,” was strange to the laws establishing the University. She advised staff to desist from using any of those appellations in both official and unofficial communications in the University to avoid further confusion.

“Decree No. 84 of 1979 which established the University of Port Harcourt provides for the following categories: Academic, Administrative and Professional Staff, while Article 11 of the said Decree provides for the Appointment of Academic Staff. Article 12 provides for the Appointment of Administrative and Professional Staff. The same provisions are contained in Articles 11 and 12 of the Third Schedule of the University of Port Harcourt Act LFN (2004),” the Registrar further explained.

Mrs. Otto added that Academic Staff are University workers on the Consolidated University Academic Salary Structure (CONUASS), while Administrative and Professional Staff are those on the Consolidated Tertiary Institutions Salary Structure (CONTISS), Consolidated Medical Salary Structure (CONMESS) and Consolidated Health Salary Structure (CONHESS), respectively. She urged all staff to take note of the proper designations in their official correspondences.
